Türkiye says the Makkah pact complements rather than rivals NATO
Türkiye's Directorate of Communications rejected claims that the Makkah Joint Defence Agreement conflicts with NATO Article 5 or creates a parallel rival alliance. It described the pact as a defensive and complementary regional-security mechanism intended to strengthen deterrence, defence-industry cooperation, military training, technology sharing and regional stability.
